The drinking and driving laws are becoming so strict and so harsh thus the fine because drivers drive  recklessly during festive season. It would be advisable to have your own car  when you get to Uganda there several rental agencies like ,Self Drive Safaris to Uganda & Rwanda. Car rental Agencies  have competitive daily Quotes for SUV vehicles like Rav4 and above all the vehicles are 4WD these can take you to any part of the country side  like national parks ,and the fuel cost down there ranges between USD 50- from Entebbe airport to kampala, this only takes you about 1hr to get to Kampala, while in Kigali from the airport to the city centre is about 15KM   with the less traffic jam in Kigali this can take you about 20 Minutes to get to your hotel. Airport so you can actually fly down to Entebbe airport or Kanombe international airport  and rent on arrival. You can reach them out on +256774819223

There’s also a newspaper called  Eye magazine this is served free of charge in hotels, it has some highlights about what is happening in Kampala or Rwanda and the best interesting places of attractions, in general the book shows  what’s happening in Uganda which you could Google or even grab at the  airport at the tourism Visitor information Desk . This paper is great for both accommodation and entertainment options around Kampala or Kigali
